The "Anti-Computer Fraud and Abuses Act of 2004" defines computer fraud and offenses covered by the term "computer-related fraudulent activities." The "Truth in Mobile Telephone Billing Act" requires mobile telephone service providers to bill subscribers for actual air time usage, i.e., every 6-second pulse of usage which translates to one-tenth (1/10) of a minute. It also directs the service providers to furnish pre-paid subscribers with a detailed billing upon presentation of the consumed pre-paid card at designated business centers of the providers. The "Convergence Policy Act of the Philippines of 2004" defines "convergence" as the progressive integration of segments of the information and content industries, including telecommunications, broadcasting, electronic commerce and data processing, into a single economic market based on distributed digital technology. It provides for the management of an orderly transition from the existing arrangements of traditional communications industry structures to a more globalised convergence environment; the development of a national framework that responds to global opportunities and challenges of convergence, and the establishment of transparent and stable regulatory and administrative processes that encourage competition; the delegation of respective powers and functions of the DOTC and the NTC; and the Government's powers to develop specific implementation arrangements as the need arises. The Anti-Cyber Crime Act of 2001" seeks to protect and safeguard the integrity of computers, computer systems, computer networks, computer servers, database, and information and data stores from computer users who resort to computer fraud, abuses and other cyber-related fraudulent activities, by providing penal sanctions to the perpetrators. It creates a coordinating body, the Cyber-Crime Investigation and Coordinating Center (CICC), which shall coordinate, collate and synergize efforts of all law enforcement agencies in combating cyber crimes.
