Commission on Information and Communications Technology

In January 2004, the Commission on Information and Communications Technology (CICT) was created to replace ITECC pursuant to Executive Order No. 269. The CICT would henceforth be the primary planning, coordinating, implementing, regulating and administrative entity of the executive branch of government that will promote, develop and regulate integrated and strategic ICT systems and reliable cost-efficient communication facilities and services.

National Telecommunications Commission

Created under Executive Order No. 546 in 1979, the National Telecommunications Commission (NTC) is a regulatory and quasi-judicial body for the telecommunications and broadcast industries. It adopts and promulgates such guidelines, rules, and regulations relative to the establishment operation and maintenance of various telecommunications facilities and services nationwide. Although under the Department of Transportation and Communication as an attached agency, NTC's ruling are only appealable to the Supreme Court.

National Computer Center

The National Computer Center (NCC) was set up in 1968 to lead the computerization of various operations within the government. In 1978, NCC became a regulatory body which was tasked to develop technical power and oversee the government's acquisition of computers and peripherals. The Center began as an office within the Department of National Defense (DND) and later became an office under the Department of Science and Technology (DOST). Since 1999, the NCC has been assisting other government agencies and offices to comply with the requirements of GISP.

Telecommunications Office

Formerly the Bureau of Telecommunications, the Telecommunications Office was established in 1947 to provide telecommunications services across the archipelago and to set the standards for telecommunications systems and services. With the liberalization of the telecommunications industry, Telof focused on the remote areas which remain underserved and unserved. Given its mandate, the Telof is at the forefront in implementing RA 6849, otherwise known as the Municipal Telephone Act which calls for the installation of basic telecommunications services in every municipality.

Information Technology and Electronic Commerce Council

ITECC was created by virtue of Executive Order No. 264, signed by then-President Joseph Estrada in 2000, to streamline the different ICT-related government agencies to provide effective and focused leadership in the implementation of ICT policy. Thus, the National Information Technology Council (NITC) and the Electronic Commerce Promotion Council (ECPC) were merged to form ITECC.

Advanced Science and Technology Institute

The Advanced Science and Technology Institute is mandated to conduct scientific research and development particularly in the fields of Information and Communications Technology and Microelectronics. An agency under the Department of Science and Technology, ASTI manages the .gov.ph domains. It also produced the local distribution of Linux, Bayanihan Linux.

National Economic and Development Authority

The NEDA is the country’s independent economic development and planning agency. NEDA coordinates the Medium-Term Philippine Development Plan (MTPDP) --the six-year strategic plan which every incoming government formulates when it comes to power. The Updated MTPDP (2001-2004) contains an ICT Chapter for the very first time: “Building on the Country’s Strengths in Information and Communication Technology”.

This site was initiated thanks to grants received by the Association for Progressive Communications (APC) from CIDA, OSISA and Article 19 to support civil society involvement in ICT policy processes. FMA is a member of the APC. This policy portal is one of series being developed around the world.
