USTR said that despite the existence of a strong legal framework on IP protection, violations remain rampant due to poor law enforcement and chronic corruption in the government. The report also criticized trade barriers such as the newly approved increase in excise taxes which are said to discourage the entry of US alcoholic beverages and distilled spirits to the local market. USTR believes that around $139 million in potential revenues have been lost last year because of IP violations. (By Niel V. Mugas, Manila Times)
