Government Information Systems Plan

Approved by President Joseph Estrada for implementation pursuant to Executive Order No. 265, dated July 12, 2000, the Government Information Systems Plan GISP), or Philippine Government Online, sets the vision and framework for electronic governance in the Philippines. It prioritizes key frontline services and common application systems for development and implementation. GISP has been adopted and repurposed by the current Arroyo administration.

IT21

Billed as the country’s IT Action Agenda for the 21st Century, the National Information Technology Plan for the 21st Century sought to provide directions for IT in the country over the long-term period spanning 10 to 15 years.

Philippine Information Infrastructure Policy

Also known as "The Philippine Information Infrastructure Framework Proposal: A Legal, Regulatory and Policy Framework to Accelerate and Rationalize the Development of the Philippine Information Infrastructure", this is the companion document to a Final Study Report of the Philippine Information Infrastructure Project begun in 1996, and which involved a series of consultations with carriers, application developers, Internet service providers, equipment manufacturers government departments, associations and educators.

National Information Technology Plan

The National Information Technology Plan 2000 is considered the country's first national ICT policy framework. Anchored on the flagship project of the Ramos administration, Philippines 2000, NITP 2000 consists of 6 components, TIGERS: telecommunications, industry, government, education, and support services.

Medium-Term Philippine Dev't. Plan

The Medium-Term Philippine Development Plan (MTPDP) is the six-year strategic plan which every incoming government formulates when it comes to power. Coordinated by the national Economic and Development Authority (NEDA), it becomes the de facto development agenda of the administration and guides sectoral planning as well as annual investment and expenditure plans. The Updated MTPDP (2001-2004) contains an ICT Chapter for the very first time: “Building on the Country’s Strengths in Information and Communication Technology”.

This site was initiated thanks to grants received by the Association for Progressive Communications (APC) from CIDA, OSISA and Article 19 to support civil society involvement in ICT policy processes. FMA is a member of the APC. This policy portal is one of series being developed around the world.
